Looking for Touring bicycle

Hello,

I am Edouard, Since July 2014 I am travelling alone, around asia for one year, riding on my bicycle. Currently I am in Thailand and plan to arrive in Cambodia on march the 15th.

My girlfriend and I plan to join for a 2 months cycling trip in south east asia. We are looking to buy a touring bike in Phnom Pehn, a second hand bike could be ok as our budget is tiny.
We need:
- Steel frame (lady shape would be better)
- Size small (she is about 1.55m high)
- 28 speeds, like shimano deore group
- not suspended fork
- Rear wheel rack (could be added after thouh)

If you know anybody, or at least, a shop where we could buy such a bike, please let us know.
