Nigerian passport holders WILL NOT get visa on arrival. Ask travel agent about getting a visa.

Hi, it's not true. You must arrange your visa in advance through the consulate of Azerbaijan closest to your country of residence. Due to the poor experience with tourist visas for citizens of African countries (many of them decide to settle in Azerbaijan) local travel agencies are very reluctant to provide this service to Nigerians so to save yourself some time I'd advise you to contact Azerbaijani consulate directly.
