Hi iwright,

Actually no permits are required for diving.

Approach the Oman Dive Centre in Qantab.

They are the ones who can facilitate diving for you.

I am a diver and luckily there is no permit required for diving in Oman. However, please keep in mind that waters below 50feets in any coastal range in Oman are quite tricky and the inside currents lead you to nowhere if ur stucked. So ensure to have proper SCBAs and necessary equipment once you're going deep.
P.S, Marina Bandar Rowya offers a special dive course for the intermediate divers, that is specific to Oman coast.
