My brother is here in kuwait holding a visit visa . And we wanted to transfer it to dependent visa . He is 20 years old . Is it possible to transfer ?

even if your father is here, once a man reaches the age of 20 he cannot be a dependent unless he is still studying and it is an exception you have to go and get from the MOI.
the only option is for him to find a job here that will sponsor him.
