I have 2.5 years experience in water and waste water engineering in India and sweden country.I would like to apply YP program of ADB in Janyary 2015. Can civil engineer with post graduation degree in Infrastructure engineering and management apply in ADB YP program ??

Go to ADB.ORG and apply. Usually better if still in grad school, but some can get in. Better if you have any direct communications with your ED.
