I'm not sure what sort of information you want so I can give you some general things.

You can read about immigration information at www.udi.no/en/

You will probably need to learn to speak Norwegian (or another Scandinavian language) unless you are highly skilled in an industry with a high demand for qualified workers.

You can find job listings at www.finn.no/jobb. Most of the listings are in Norwegian, although you might find some in English.

Oslo is very expensive so you will need to have saved quite a bit of money before moving. Ideally you should have a job before moving, otherwise you might run out of money very quickly.

If you browse through previous posts on the forum you should be able to see a lot of other advice about job hunting.

if you have skills that are in demand, I know people who have been successful. I know several Americans who don't speak Norwegian and need work visas to reside here, but they're all engineers or IT specialists in the oil and gas industry

I would also like to add that it's not IMPOSSIBLE to learn some Norwegian from outside the country. The internet provides online courses and plenty of sources for Norwegian videos & radio so you can hear how the language sounds.

As an example of a free online Norwegian course, you have http://www.ntnu.edu/now. As ECS said, it might be harder to learn without being in Norway but certainly possible. You can also get Norwegian radio online to give you something to listen to and can read online news in Norwegian such as www.nrk.no, www.ap.no, www.vg.no, www.db.no, www.tv2.no and www.nettavisen.no.
