Hit and run case and comprehensive insurance policy

Dear All,

My car was hit on the driver side and the other guy left the seen of accident without waiting for Najeem or police luckily I was able to take pictures. The Najeem gave me a report and brought it to the mooror in short the police was able to locate the guy and reported in the station. He has no insurance so he paid SAR 2000 as per the police in charge based on the 3 quotations from the showroom I was required to submit. My problem is the amount is half of what I have to pay in the workshop for the repair of my car.

1. Can I still claim from my insurance? My insurance is malath and it is comprehensive but in the repair slip issued by the police it was indicated that I received cash from the other party.

2. I am thinking of securing another report from Najeem for self inflicted damage to be able to use my insurance. Is this possible?
