iqama transfer for mahram to work in other city

Hi m working under MOH in ksa in hail my husband is on mahram visa he has applied for job n luckily he got selected
But the problem is his job is in damam
He needs iqama transfer from my sponsorship to work permit
My question is can he get transfer in another city
As some people say that he can only work in same city only n he cant go in damam because he is my mahram n m working in hail

Only difference is that we both are in damam.
