I travel to phuket 2 or 3 times a year and was wondering is it possible to open a bank account if one is only holidaying there.

Some banks allow saving accounts for foreigners without the work permits, but certain banks such as KrungThai and Bangkok Bank requires appropriate visa and work permit.
Try Kasikon Bank or Siam commercial Bank both are tourist friendly.
