The article says it's not going to be as bad as the one in July, not where I'm at, it's worse. Wish I could get a connection off a satellite. This is getting old.

First you have to subscribe to a satellite service (the company signed up in HKG). Then you have to get the dish and head-end in to the country - not too hard (but not for a public forum).
The VNPT fibre-optic feeds in BMT and on our server in HCM are running around normal speed for this time of day.
Perhaps it is a Can Tho thing or your DSLAM going bad.
VNPT has a holding company that has an interest in Asia American Gateway cable company. One day, when the silly things have ended, maybe the Langson >> HKG cable will be restored.
One simple test is to see if VOV from Ha Noi, or any other Ha Noi web site, is loading as fast as usual - which should eliminate the VN backbone cable.

I have recently used D5 service of mobifone- highest speed and 1.5GB free. Just 5000d/day and I connect my phone to my laptop
