you can register for the etc website now to search for work and apply -although most companies will only contact malta mobiles.
as for housing you really need to come out here and look , in october rents will start to fall in the areas you describe because people will be looking for long term letters for the winter period
there are a lot nicer less clubby and tourist areas then st julians , might be worth looking around some of the other areas
