I suggest you check shops where expats buy their groceries etc. There are advertisements placed in the window or on the doors offering cars for sale, motorbikes, places to rent or share.

You could also click on the classifieds logo in the green band on top of the page and check out vehicles for sale there.
There is also a website called work live laos which has vehicles for sale.
