Nikah on visit visa

My future's brother in law wants to have his second nikkah on visit visa with my sister.
Both are Pakistani national, since the Pakistan law does not allow second nikkah without first wife's permission.

Can anyone guide in which country registered nikkah can be held?

Hi frist time i m hearing pakistan law is not giving permission for second nikha without first wife knowledge, in which country they are at present my younger brother just had nikha in Pakistan, Karachi
