YES, he can come again to Saudi with a new visa under the following conditions :

1- His old Iqama is expired.
2- His old employer does not have problems with him since he can claim that and make trouble for him 

" it's better for him to keep his coming back secrete"

You only get blacklisted if yer employers get u on it. For this they could. It is to their discretion.

How to get the final exit, if the employer is not willing to give before 10 Months, and already spent 1 Year 2 Months

You can submit your resignation and request the final exit visa but you will lose any benefits you had in the contract and you will cost your travelling fee as well.

Your employer does not has the right to choose either to give a final exit or re-entry exist, this is a law.
