cost of living depends on your lifestyle... for a family avg min. 10 K
-  How much I can save in my salary(They offered me 19700 SAR per month)

Yes, veggies are widely available throughout the kingdom. Not everyone here eats camels.
-  What are the food restrictions in the month of Holy Ramzan festival?
You can eat all you want privately, muslim or non muslim.
-  Will the restaurants/hotels will be opened in the month of Ramzan?
Not during the hours or fasting...dawn till dusk.

Try Sea View compound in Khobar, however the waiting list is long. I am not sure about Jubail.
