There is a lot of information in answers to previous questions on the topic Feel free to look through the forum and specify your question a bit more ( partner = spouse or partner?, which nationaliy?, living where at the moment? , are you a tourist or resident of Malta? and so on).
There is no 'partner visa' for Malta as such. Do you mean visiting as a tourist or to stay in Malta longer?
