I'm US citizen, recently got dual citizenship in Vietnam.
I would like to open an bank account in Vietnam, is using Vietnam passport better option ?
I still have family member in Vietnam.
Also any suggestion where I can look for financial adviser service in HCM.

If u use expat passport then u need to show up ur visa. Open the account is not difficult, important is how can or how easy or better way to transfer or doing business by ur Vn bank account.

I want to preface my response by letting you know that I am not an expert in this area, but a couple of things you may want to consider:
1) The effect (if any) of FATCA if using your US passport and
2) The rules for transferring VND to USD and transferring money out of the country
