Internet should solve the problem, there's always android mobiles of different prices ranged between 20 to 200KD, hope this will help you.

There are a lots of Filipino groups around.
On your maid weekly day(s) off she could visit the Church (if Christian) there are posters advertising different groups. The choir seems to be the big one.
Contact the Embassy there are groups which needs members to help out.
As mentioned there are Filipino store around e.g. Kabayan (sp.?) in Fahaheel, behind KFC area which may provide access to books and newspapers. She could go there and ask.
There are positive things to do on her days off.

Mobile phone + internet .... the rest is up to her. Filippino community in Kuwait is by far one of the most active communities in Kuwait .... I believe once she gets connected, you'll not believe how active she would be
