You need Valid Car license ( Istemarah )
Valid car report ( Fahs )
Valid insurance

You need to have a valid Istimarah ( car registration) + the car safety check (Fahas) + a current third party insurance.
I came across some expats ad's where they offer doing the Fahas things on behalf.
