1. Location Permit costs
Construction Permit costs

2. Architect Fees and Charges

3. Communal Taxes

4. How much generally construction costs are. I heard in the region that construction companies usually charge about €400 per m2.

Any indications would be helpful.

All of these costs vary greatly. Those council fees you can find out the rates from the area you wish to build in.
It aall depends on where you build and what type of house you want.
We are working on a budget of 750 euros a square based on the quotes we obtained.

And at first please triple check the location. If you choose a difficult area (cultural zone, annoying neighbors etc... ) the procedures might take years and cost you a fortune... Cultural zones require special architects and permits... Let me know if you need more details. The best, before you start anything is to contact respective ministries, get them to write the procedures so you will have a prove of what is required and needed. Moreover, please find a Croatian who you could rely on and who would represent you while negotiating with builders etc since the general approach is that foreigners are wealthy enough to pay triple prices.
