If you bought it before new laws came into action, why do you worry? 
You are safe and lucky to be the owner of the land. You can build your house there.

Yes, as mal says no need to worry. You have full ownership and custody of your property to use and develop as you deem fit.

Are you living in Srilanka now??? if so you better keep an eye on the land... if not ask some of your friends here to check it out. I know of some families who had people squatting on their land and have to pay to get them out
