On Sourcing Local Talent for Jobs

Hello everyone!

I'm returning to Ethiopia from Washington, DC after a year's hiatus (I lived there for much of 2012 working for an NGO), and I have a question about the best methods for sourcing local talent for jobs.

I know that I can post job listings on forums such as Expat.coms, but Ethiopia is still much more dependent on word-of-mouth and print media than even other African countries, when it comes to jobs/classifieds. The company I will be working with will require 4-5 experienced and capable *local* staff to work various administrative and customer service roles for an e-commerce/online platform. I'd prefer to hire locally, but I also thought that sourcing via returning Ethiopian Diaspora might be fruitful, too. We had an excellent cohort of local staff in Addis at TechnoServe, and I'd like to recreate that caliber of team. Any tips?
