If your not planning to leave the the Airport, then you do not need a VISA.

Is this a blanket rule for all nationalities transiting through SA?
There are NO blanket rules when it comes to visas. For example, some nationalities need a transit visa if transiting in Europe (EVEN if not leaving the airport), while others do not.
