Where can I rent manual cars? is it legal to practice driving with someone with a license sitting next to you? I am getting ready for my 2nd driving test.

I don't think it is legal to drive without a license even if a licensed driver is seated next to you. You need to have a authorized driving instructor seated next to you.
Not sure about the other questions.
