Is anybody other than those I know trading stocks, FOREX or futures online new to St. Lucia?

No Forex, although this may change in 2014.
Stocks, ETF's, index futures.  I trade & manage funds, all by the charts, and I program my own mechanical trading systems.
There are few private retail traders here (locals & expats), but everybody is on his own.
