There are no new rules, after the amnesty period the rules have gone back to how it was before the amnesty period.

Those who are in the midway of the process to streamline their documents will not be touched even after the grace period !!

i was on family visa and got transfer to one of my father's saudi friend until i got a job.
now i got the job is it possible to get transfer?? ?
as my first transfer was done just before 2 months..

What category under nitaqat is your current sponsor. If he is in green then you need to wait for 2 yrs before you can transfer.
