Registering a birth in Albania

What are the formalities to obtain a birth certificate?

What is the procedure to follow if both parents are of the same nationality or for a mixed couple?

No problem if you are a mixed couple.
just a question, where do you live now? 
If you live outside Albania you need the birth certificate legalized by the Albanian Embassy, if is possible just apostille the document(in Italy need just apostille By "prefetura")   translated by official translator ( you can do than in Albania) and
and register your child in the same district office of the parents, (or one of them are registered).
