There are jobs available in the tourist industry, during the high season, Dec - April, but they disappear soon after. Starting/running your own business can be much the same, seeing what you have managed to make in the high season bleeding away the rest of the year.
If you care nothing about the fortunes and foolishness of others, you can be one of the many unlicensed, unregistered realestate agents or just buy from the desperate and sell to the stupid, whilst drinking with the rest of the scum of the Earth, Sihanoukville seems to attract.
