Are you looking for any job or are you specifically looking for a job as a road construction engineer?  If it's the latter, you'll need to link up with a foreign contractor since a local firm won't hire you due to 1) being a foreigner and 2) they can give the job to their kid.  The schools are cranking out alot of construction "engineers" that will compete with you for the job.

If you know anything about the quality of "professional" jobs in Vietnam, then you know it's all a farse.  Professors, doctors are not on par with professors and doctors we know in Europe or America.  So it goes for Engineers too.

Because many roads and bridges, i.e. infrastructure, is designed and built with foreign aid, the engineering/designing companies are usually from that country.  Meaning, if Japan gave ### billions in aid to Vietnam for a xyz bridge, you can bet a Japanese engineering firm will design and then contract it a Japanese construction firm, and/or with a Vietnamese construction partner company if they have the expertise.

With that said, start with looking at Czech engineering or construction contracting companies that have a presence in Vietnam.

Seems like the Czech Republic has a small footprint in Vietnam.

In 2010, the Czech Republic implemented a total of 11 development projects in Vietnam (8 major projects and 3 smaller, local projects), totalling USD 1.4 million. The total official development assistance provided by the Czech Republic to Vietnam in 2010 amounted to USD 2.4 million.

In 2007, the Czech Republic gave 2 million Official Development Assistance to Vietnam so it is increasing.

You will not be hired by a Vietnamese construction company.
