There is no such position first of all, but the position that you are looking for might be are related for pipers.
The courses and certifications can be issued by schools and institutions from your country, for length from 1 year to few years.
Below, I can give you some recommendations and skills needed in order to perform such kind of job, as pipelayer/ steamfitter/plumber etc etc:

Job Tasks for: "Pipelayer"
- Align and position pipes to prepare them for welding or sealing.
