I have some money in USD that I would like to get back to a bank in the US. Is there a local bank that will facilitate this transfer without killing me on fees and/or exchange rate?
And will they do an actual "wire transfer" or will it be something more obscure like a SWIFT transfer?

If you have all the supporting documents for your cash, any major bank (Vietcom, Eximbank, Saccome, etc.) can do that. Theit fees are high, but I don't believe they are Western Union high.
