To open a business anywhere in Brazil is a very bureaucratic and long process that requires the assistance of both a lawyer and an accountant.
You need to obtain the following documents and permits:
CNPJ (Cadastro Nacional de Pessoas Juridicas) tax number
Inscrição Estadual IE (State tax number and permit)
Alvará de Funcionamento (Municipal Business Permit)
and a whole bunch of other things I don't even know about.
The process can take up to 180 days or even more if there are problems.
