I got a Tahshir to bring a maid from the Philippines.
I hear I need an agency. Is that true? And if it is, where can I find a good agency that won't overcharge me because of the color of my skin?

You are better off requesting a Saudi friend to help you find a maid. I am not entirely sure about the prices but certainly there will be a language barrier unless you speak the native lingo well.
