Permanent Visa to Turkey.. applying from Saudi Arabia?

Hello guys!
Just wanted to ask you guys a question for my friend.. so here it goes.

My friend is a student, currently studying on Grade 11th (gave exams, going to 12 now).. and to cut the chase short, he wants to apply for a permanent visa to Turkey.

His brother lives there, on Gaziantep.. he has the nationality there as well. It's his older brother.

Now I'd like to also include that.. well, his father isn't here anymore and so his brother can act as sort of a guardian. Would this be possible? The embassy here on Riyadh (Saudi Arabia) won't let him give a permanent visa, they only offer the temporary one.

Can someone help me and guide me on what steps to take? thanks!
