I have already done but they are unable to do this without Issue Iqama.

Question is that if your kafeel has issued your iqama first then it can be possible by MOL.
Or if you are new entered in Kingdom then see as follows,


1: Saudi Sponsor will issue iqama first
2: Three letters, You Sponsor will give you where you want to transfer, 
1: JAWAZAT letter
2: Your Company letter
3: MOL Letter

All papers should be stamped from Chamber of commerce. then new company or MOL will get you in Green category company/sponsor
