Google Savannakhet and see what comes up. It is definitely a quiet place but has the odd bar or 3 and places to eat. Best check out numbeo.com for cost of living.
Beer Lao is by far the best beer in SEA. You would have to do a visa run each month as visas are only for 30 days and cost $35 a pop.
There are a few expats there.
