Cost of living in Wales

I've heard that 3/4th of the Salaries are spent on Taxes, is it true?

And would you recommend someone to emigrate here?

Taxes and other bills are high all over the UK.
My poor sister, who has a well paid job, has far too little spare cash.

Most of my income is spare cash so I save a bomb but still do as I like.
