First step is Employment Visa, during which time Labor department has your file opened. Then Medical Test, Emirates ID, Residence Visa stamping. Labor Card can be obtained anytime after this. A lot depends on the PRO's initiative. Usually there is no delay from the Labor Department, it is only the employer's representative who delays things based on his priorities.

Medical examination -- Done
Now waiting for the next step.Waiting for Labour card and about 1 month has passed.
