Land Regulations In latvia

I want to buy a house with a big piece of land in Latvia. I checked on the web and it was said that foreigners can purchase a property/properties with the land tax of less than EURO42k, Can any body tell me what does that mean? With in the limit, how big land can I buy? Thanks
