Mobile plans over at Bergen like?

You have all type of plans available over here. To get a mobile with a subrscription, as opposed to pre paid, you need a Norwegian ID number. Prepaid can be obtained without. The biggest operator is Telenor, you can check the prices nad the different plans in English on the site www.telenor.no. There are many other operators, some defintly cheaper, especially if you have already your handset, such as Chess or Tele 2.

I think http://en.mycall.no/ have plans specially targeted to immigrants. They have cheap international calls, as well as offering the usual sorts of services.
