Buildings, construction, workers, ...

Hi.

I'm often curious to see how these things works in Malta.

Like seeing a building raising, then nothing happens for several weeks, then work starts again and a few new floors raises, then it stops again for some time, then a few workers comes again but not for a lot to do, then nothing, and so on...
It's sometimes like a such building will never be finished (or maybe in 1 year).
But I guess this is pretty standard "way of work" in Malta ?

Other story : there is also something else raising close to my place, I don't know yet what it is.
Thing which amazed (and disturbed) me were workers starting to work... at 5 or 6 in the morning when it was still dark night (seriously, wtf).
Rest of the week they started at about 6:30 I think...

Question : isn't there a law according to which the work shouldn't start before something like 08:00 in order to not disturb neighbours ???

The Maltese standard of building and health and safety is third world.
I understand that building work should not start before 07:00 but as there seems to be zero lack of enforcement they tend to do what they like.
