Donysisi : To my understanding, the Chinese here simply means Cantonese. They are the majority in district 5 and all the way to Cholon. The restaurants there are sometimes manned by people who speak Cantonese only. Mandarin is foreign language to these people. Imagine you are in HongKong and then go to have Dim Sum!

In my opinion, if you would like to ask something, you should ask a young people, they may can speak English very well.
