There're a lot of creative courses at CREA - the creative space of Universtity of Amsterdam. Although, most courses are originally in Dutch, the teachers are usually English-friendly and can provide individual instructions in English. I've just finished a painting and drawing course there and the whole group were Dutch but I had an individual approach
