It's tough.

Zarqa yamama in Tripoli apparently has them for sale, but they are a bit overpriced - 600 - 1000 dinar - when the hardware shouldn't be more than 100 - 200. Apparently, LTT stopped providing them so there's a serious shortage.

I'm trying to get a Motorola wimax router from the states to work on the network here, I'll try to update you if I'm successful with that.

Otherwise, see if you can find someone selling the USB receivers that are used for single devices.

With the USB ones, you can setup a shared network through your computer - a little adhoc network at your house/office/hotel/etc. That's what I've been doing with my laptop until I figure this out. The USB ones shouldn't be more than a 200-300 dinar at the most.
