yes i guess it is,

I've checked this out.
It's legal in Kenya to have and carry capsicum pepper spray.
And it's legal to use ONLY in self defence.
(if used for any other purposes you will go to court and most likely do jail time)
There is ladies 'lipstick' pepper spray for sale in Mombasa for 1,000/= & delivery can be arranged also.

Surely pepper spray is an excellent solution to many muggings and such but certainly not to schools and such. Out in the open or dark alleys yes.

It is legal in the sense that it is not listed as a prohibited item.
