I have been offered a relocations package, notably with a 25K gross yearly salary. Aside from the rest of the package, would you consider it a good salary for Malta's cost of living?

It depends on your standard of living but it would be considered a good annual wage here. If your tastes are not designer label you could live well on it here.

I agree so far, we'r a family of 4 (soon 5) and we have been living on that salary for the last 6 month 
our major expenses are 700 € for rent+and bills
children creche 360 €
the rest is left for groceries ecc and that always depends how many members you are in your family.
