How to improve the quality of education in private schools?

Bhutan is celebrating the 100th year of modern education.
Bhutan has traveled a long way in modern education in this time span.
A common education system in which everyone gets the opportunity to get English education is worth emulating for other nations.
In the neighboring India, only children of the rich and upper middle class have the prevelege to get English education, where the poor children go to govt.school and lean through local language and later land up nowhere.
A striking difference with India is that private schools are very popular attracts the best brains n produces the best result.
While in Bhutan Private school is the last resort of parents. The students who fail to secure the cut off marks and if their parents have good income, private schools are the option.
Even after paying exorbitant fee in private schools, they cold not quality education and good result, something to ponder.
