Hi Sir,

  To find a flat or an appartment, it hard these days except if you share with friends or others.
  I recommend down town where everything is available (especially Omar Mokhtar street)

  You can also contact some agencies to find you a flat for rent but they will charge you a lot of Cash money...

  Concerning driving, you can start & you'll be habituated to the libyan way of driving.
  Don't expect respect of priorities and traffic signs & lights
