The Canadian government doesn't offer financial assistance for us Canadians who run into problems in foreign countries. The most that they will do for us is help us contact family members back home to see if we can get a loan. Do you really think they'd offer something to a foreigner that's not available for a citizen? No country that I know of offers financial aid to immigrants unless they are classified as refugees and admitted into the country as such.

I agree with wjwoodward. It doesn't make any sense for a country to help financially a foreigner to travel all they do is providing information.
