Hi MaryRose,
I've been running around myself to get an idea re art supplies - the bottom line is there is only very limited material here - and the quality varies.
Have you checked IBC/ PPC (the big stationary shops) on Monivong or the little art shops along street 178 (I think that's the one - been here only two weeks myself so not 100% sure re street number - but certainly around there!!)
What I heard from people is they try to bring supplies in from Saigon/ Bangkok.
